The weakness was disclosed 03/31/2014 with Rack911 as TSR 2014-0003 as confirmed advisory (Website). The advisory is shared at cpanel.net. The public release has been coordinated in cooperation with the project team. The exploitation is known to be easy. The attack may be initiated remotely. The successful exploitation needs a simple authentication. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1592 for this issue. The advisory points out:
A malicious cPanel account could use crafted inputs to the simple and advanced DNS zone editor interfaces to rewrite parts of the zone files that they are normally restricted from editing. With some inputs, this could disclose the contents of sensitive files on the system.
Upgrading to version 11.42.0.23, 11.40.1.13 or 11.38.2.23 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
