The bug was discovered 02/01/2019. The weakness was disclosed 02/06/2019 with Microsoft (Website). It is possible to read the advisory at lists.debian.org. This vulnerability is known as CVE-2019-7548 since 02/06/2019. The attack can be launched remotely. The exploitation doesn't need any form of authentication.
