A vulnerability has been found in Microsoft Exchange Server 2010 SP3/2013 CU22/2016 CU12/2019 CU1 (Groupware Software) and classified as critical. This vulnerability affects an unknown code block of the component EWS. The manipulation with an unknown input leads to a access control vulnerability. The bug was discovered 02/12/2019. The weakness was presented 02/12/2019 as confirmed security update guide (Website). The advisory is shared for download at portal.msrc.microsoft.com. The public release was coordinated in cooperation with the vendor. This vulnerability was named CVE-2019-0686 since 11/26/2018. The exploitation appears to be difficult. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1068. The advisory points out:
An elevation of privilege vulnerability exists in Microsoft Exchange Server. An attacker who successfully exploited this vulnerability could gain the same rights as any other user of the Exchange server. This could allow the attacker to perform activities such as accessing the mailboxes of other users.
The commercial vulnerability scanner Qualys is able to test this issue with plugin 53021 (Microsoft Windows Exchange Server Update for February 2019 (ADV190007)(ADV190004)).
Applying a patch is able to eliminate this problem. It is possible to mitigate the problem by applying the configuration setting New-ThrottlingPolicy -Name AllUsersEWSSubscriptionBlockPolicy -EwsMaxSubscriptions 0 -ThrottlingPolicyScope Organization. The best possible mitigation is suggested to be patching the affected component. A possible mitigation has been published immediately after the disclosure of the vulnerability.
