The bug was discovered 02/12/2019. The weakness was presented 02/12/2019 by Yu Zhou with Tencent as confirmed security update guide (Website). The advisory is shared at portal.msrc.microsoft.com. The public release was coordinated in cooperation with Microsoft. The identification of this vulnerability is CVE-2019-0742 since 11/26/2018. The attack may be initiated remotely. Required for exploitation is a simple authentication. It demands that the victim is doing some kind of user interaction. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1059.007 for this issue. The advisory points out:

A Cross-site Scripting (XSS) vulnerability exists when Team Foundation Server does not properly sanitize user provided input. An authenticated attacker could exploit the vulnerability by sending a specially crafted payload to the Team Foundation Server, which will get executed in the context of the user every time a user visits the compromised page.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 371648 (Microsoft Team Foundation Server Multiple Vulnerabilities (February 2019)).
