A vulnerability has been found in OpenStack Neutron up to 10.0.7/11.0.6/12.0.5/13.0.2 (Cloud Software) and classified as problematic. An issue was discovered in the iptables firewall module in OpenStack Neutron before 10.0.8, 11.x before 11.0.7, 12.x before 12.0.6, and 13.x before 13.0.3. By setting a destination port in a security group rule along with a protocol that doesn't support that option (for example, VRRP), an authenticated user may block further application of security group rules for instances from any project/tenant on the compute hosts to which it's applied. (Only deployments using the iptables security group driver are affected.)
The bug was discovered 03/03/2019. The weakness was released 03/13/2019 (Website). It is possible to read the advisory at securityfocus.com. This vulnerability is known as CVE-2019-9735 since 03/12/2019. The attack can be launched remotely. A single authentication is needed for exploitation. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1211 according to MITRE ATT&CK.
The vulnerability was handled as a non-public zero-day exploit for at least 10 days. During that time the estimated underground price was around $0-$5k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 237187 (Red Hat Update for openstack-neutron (RHSA-2019:0935)).
Upgrading to version 10.0.8, 11.0.7, 12.0.6 or 13.0.3 eliminates this vulnerability.
