lisp/net/browse-url.el in GNU Emacs 24.3 and earlier allows local users to overwrite arbitrary files via a symlink attack on a /tmp/Mosaic.##### temporary file.
The weakness was presented 05/07/2014 by Steve Kemp as Bug#747100 as not defined posting (Mailing List). It is possible to read the advisory at lists.gnu.org. This vulnerability is known as CVE-2014-3423 since 05/07/2014. Attacking locally is a requirement. A single authentication is necessary for exploitation. Technical details of the vulnerability are known, but there is no available exploit.
The vulnerability scanner Nessus provides a plugin with the ID 74236 (Fedora 20 : emacs-24.3-17.fc20 (2014-6554)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 167782 (SUSE Enterprise Linux Security update for emacs (SUSE-SU-2015:0834-1)).
Upgrading to version 24.3.91 eliminates this vulnerability.
