Cisco Prime Infrastructure/Evolved Programmable Network Web-based Management Interface input validation

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Cisco Prime Infrastructure and Evolved Programmable Network (Network Management Software) (the affected version is unknown). It has been classified as critical. Affected is an unknown code of the component Web-based Management Interface. The manipulation with an unknown input leads to a input validation vulnerability. CWE is classifying the issue as CWE-20. The product receives input or data, but it does not validate or incorrectly validates that the input has the properties that are required to process the data safely and correctly. This is going to have an impact on confidentiality, integrity, and availability. CVE summarizes:

A vulnerability in the web-based management interface of Cisco Prime Infrastructure (PI) and Cisco Evolved Programmable Network (EPN) Manager could allow an authenticated, remote attacker to execute code with root-level privileges on the underlying operating system. This vulnerability exist because the software improperly validates user-supplied input. An attacker could exploit this vulnerability by uploading a malicious file to the administrative web interface. A successful exploit could allow the attacker to execute code with root-level privileges on the underlying operating system.

The bug was discovered 05/15/2019. The weakness was disclosed 05/16/2019 by Steven Seeley (mr_me) (Website). The advisory is shared for download at securityfocus.com. This vulnerability is traded as CVE-2019-1821 since 12/06/2018. It is possible to launch the attack remotely. A authentication is needed for exploitation. Technical details are unknown but a public exploit is available.

A public exploit has been developed by Steven Seeley/sinn3r and been published before and not just after the advisory. The exploit is shared for download at packetstormsecurity.com. It is declared as highly functional. The vulnerability was handled as a non-public zero-day exploit for at least 1 days. During that time the estimated underground price was around $5k-$25k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 13494 (Cisco Prime Infrastructure Multiple Vulnerabilities(cisco-sa-20190515-pi-rce,cisco-sa-20190515-pi-sqlinject)).

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.

The vulnerability is also documented in the databases at Exploit-DB (47016) and SecurityFocus (BID 108339†). The entries VDB-135133, VDB-135134, VDB-135135 and VDB-135136 are pretty similar. Once again VulDB remains the best source for vulnerability data.
