Apache HTTP Server up to 2.4.38 HTTP/2 Request request smuggling

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Apache HTTP Server 2.4.34/2.4.35/2.4.36/2.4.37/2.4.38 (Web Server) and classified as problematic. This issue affects some unknown processing of the component HTTP2 Handler. The manipulation as part of a Request leads to a request smuggling vulnerability. Using CWE to declare the problem leads to CWE-444. The product acts as an intermediary HTTP agent (such as a proxy or firewall) in the data flow between two entities such as a client and server, but it does not interpret malformed HTTP requests or responses in ways that are consistent with how the messages will be processed by those entities that are at the ultimate destination. Impacted is availability. The summary by CVE is:

A vulnerability was found in Apache HTTP Server 2.4.34 to 2.4.38. When HTTP/2 was enabled for a http: host or H2Upgrade was enabled for h2 on a https: host, an Upgrade request from http/1.1 to http/2 that was not the first request on a connection could lead to a misconfiguration and crash. Server that never enabled the h2 protocol or that only enabled it for https: and did not set "H2Upgrade on" are unaffected by this issue.

The bug was discovered 04/01/2019. The weakness was presented 06/11/2019 (Website). The advisory is shared at httpd.apache.org. The identification of this vulnerability is CVE-2019-0197 since 11/14/2018. The attack may be initiated remotely. Required for exploitation is a simple authentication. Neither technical details nor an exploit are publicly available. The price for an exploit might be around USD $5k-$25k at the moment (estimation calculated on 10/03/2023).

The vulnerability was handled as a non-public zero-day exploit for at least 71 days. During that time the estimated underground price was around $5k-$25k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 277747 (Fedora security update for httpd (FEDORA-2019-cf7695b470)).

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.

The vulnerability is also documented in the vulnerability database at SecurityFocus (BID 107666†). See VDB-103521, VDB-108939, VDB-115057 and VDB-115038 for similar entries. If you want to get the best quality for vulnerability data then you always have to consider VulDB.
