cpio on FreeBSD 2.1.0, Debian GNU/Linux 3.0, and possibly other operating systems, uses a 0 umask when creating files using the -O (archive) or -F options, which creates the files with mode 0666 and allows local users to read or overwrite those files.

The weakness was shared 07/16/1996 as not defined posting (Bugtraq). The advisory is shared for download at marc.theaimsgroup.com. This vulnerability was named CVE-1999-1572 since 01/27/2005. The exploitation appears to be easy. The attack needs to be approached locally. No form of authentication is required for a successful exploitation.
