Cisco PIX firewall manager (PFM) on Windows NT allows attackers to connect to port 8080 on the PFM server and retrieve any file whose name and location is known.
The bug was discovered 08/31/1998. The weakness was disclosed 08/31/1998 by Brett Oliphant as 20010913 as confirmed advisory (Website). The advisory is shared for download at cisco.com. This vulnerability was named CVE-1999-0158. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details are unknown but an exploit is available. The MITRE ATT&CK project declares the attack technique as T1068.

The vulnerability scanner Nessus provides a plugin with the ID 10819 (Cisco PIX Firewall Manager (PFM) on Windows Arbitrary File Access), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses, running in the context r and relying on port 8181. The commercial vulnerability scanner Qualys is able to test this issue with plugin 86403 (Cisco PIX Firewall Manager File Exposure).
Upgrading eliminates this vulnerability.Proper firewalling of tcp/8080 is able to address this issue. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published 2 days after the disclosure of the vulnerability. Attack attempts may be identified with Snort ID 1858.
