A vulnerability, which was classified as critical, has been found in Microsoft IIS 4.0 (Web Server). Affected by this issue is some unknown functionality of the file /IISADMPWD. The manipulation with an unknown input leads to a privileges management vulnerability. Using CWE to declare the problem leads to CWE-269. The product does not properly assign, modify, track, or check privileges for an actor, creating an unintended sphere of control for that actor. By default, IIS 4.0 has a virtual directory /IISADMPWD which contains files that can be used as proxies for brute force password attacks, or to identify valid users on the system.
The weakness was disclosed 02/09/1999 by David Litchfield (nemo) as not defined posting (Bugtraq). The advisory is shared for download at marc.theaimsgroup.com. This vulnerability is handled as CVE-1999-0407. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation. There are known technical details, but no exploit is available. The MITRE ATT&CK project declares the attack technique as T1068.
The vulnerability scanner Nessus provides a plugin with the ID 10371 (Microsoft IIS /iisadmpwd/aexp2.htr Password Policy Bypass), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 86045 (Microsoft IIS iisadmpwd Web Directory Present Vulnerability).
Upgrading to version 5.0 eliminates this vulnerability. Attack attempts may be identified with Snort ID 991. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 1061.
