The issue has been introduced in 06/02/1998. The weakness was presented 05/17/1999 as MS99-015 as confirmed bulletin (Technet). The advisory is shared at microsoft.com. This vulnerability is known as CVE-1999-0489. The attack can be launched remotely. The exploitation doesn't need any form of authentication.
