OpenStack Keystone 15.0.0/16.0.0 Credentials API /v3/credentials insufficiently protected credentials

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability classified as problematic was found in OpenStack Keystone 15.0.0/16.0.0 (Cloud Software). Affected by this vulnerability is some unknown functionality of the file /v3/credentials of the component Credentials API. The manipulation with an unknown input leads to a insufficiently protected credentials vulnerability (Credentials). The CWE definition for the vulnerability is CWE-522. The product transmits or stores authentication credentials, but it uses an insecure method that is susceptible to unauthorized interception and/or retrieval. As an impact it is known to affect confidentiality. The summary by CVE is:

OpenStack Keystone 15.0.0 and 16.0.0 is affected by Data Leakage in the list credentials API. Any user with a role on a project is able to list any credentials with the /v3/credentials API when enforce_scope is false. Users with a role on a project are able to view any other users' credentials, which could (for example) leak sign-on information for Time-based One Time Passwords (TOTP). Deployments with enforce_scope set to false are affected. (There will be a slight performance impact for the list credentials API once this issue is fixed.)

The weakness was disclosed 12/09/2019. This vulnerability is known as CVE-2019-19687 since 12/09/2019. The attack can be launched remotely. A single authentication is required for exploitation. Technical details of the vulnerability are known, but there is no available exploit. The attack technique deployed by this issue is T1552 according to MITRE ATT&CK.
