The manipulation of the argument HTTP_PROXY as part of a Environment Variable leads to a redirect vulnerability. Using CWE to declare the problem leads to CWE-601. A web application accepts a user-controlled input that specifies a link to an external site, and uses that link in a Redirect. This simplifies phishing attacks. Impacted is confidentiality, integrity, and availability. CVE summarizes:

inets in Erlang possibly 22.1 and earlier follows RFC 3875 section 4.1.18 and therefore does not protect applications from the presence of untrusted client data in the HTTP_PROXY environment variable, which might allow remote attackers to redirect an application's outbound HTTP traffic to an arbitrary proxy server via a crafted Proxy header in an HTTP request, aka an "httpoxy" issue.

The bug was discovered 07/18/2016. The weakness was released 12/10/2019. This vulnerability is handled as CVE-2016-1000107 since 07/18/2016. The attack may be launched remotely.
