The weakness was presented 12/10/2019 as confirmed security update guide (Website). The advisory is shared at portal.msrc.microsoft.com. The public release was coordinated in cooperation with Microsoft. The identification of this vulnerability is CVE-2019-1476. The attack may be initiated remotely. Required for exploitation is a simple authentication. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue. An elevation of privilege vulnerability exists when Windows AppX Deployment Service (AppXSVC) improperly handles hard links. An attacker who successfully exploited this vulnerability could run processes in an elevated context. An attacker could then install programs; view, change or delete data.
