The issue has been introduced in 08/24/1996. The weakness was released 11/17/1999 by Pauli Ojanpera as MS00-005 as confirmed bulletin (Technet). The advisory is available at microsoft.com. This vulnerability was named CVE-2000-0073. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details are unknown but a public exploit is available.

It is possible to download the exploit at securityfocus.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 1180 days. During that time the estimated underground price was around $25k-$100k.
