Microsoft Internet Information Services (IIS) server 4.0 SP4, without certain hotfixes released for SP4, does not require authentication credentials under certain conditions, which allows remote attackers to bypass authentication requirements, as demonstrated by connecting via Microsoft Visual InterDev 6.0.
The weakness was released 12/31/1999 by FIRST (Website). The advisory is available at archives.neohapsis.com. This vulnerability is handled as CVE-1999-1591 since 07/05/2007. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation. The technical details are unknown and an exploit is not available.
The commercial vulnerability scanner Qualys is able to test this issue with plugin 86030 (Unauthenticated Access to Frontpage Server Extensions Authoring Allowed).
Applying a patch is able to eliminate this problem.
