The CIFS Computer Browser service on Windows NT 4.0 allows a remote attacker to cause a denial of service by sending a large number of host announcement requests to the master browse tables, aka the "HostAnnouncement Flooding" or "HostAnnouncement Frame" vulnerability.
The weakness was disclosed 05/25/2000 by David Litchfield with Microsoft as MS00-036 as confirmed bulletin (Technet). The advisory is shared for download at microsoft.com. This vulnerability was named CVE-2000-0403. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are neither technical details nor an exploit publicly available.
The commercial vulnerability scanner Qualys is able to test this issue with plugin 90152 ('ResetBrowser Frame' and 'HostAnnouncement Frame' Vulnerabilities (MS00-036)).
Applying the patch MS00-036 is able to eliminate this problem. The bugfix is ready for download at microsoft.com.
