The NetBIOS Name Server (NBNS) protocol does not perform authentication, which allows remote attackers to cause a denial of service by sending a spoofed Name Conflict or Name Release datagram, aka the "NetBIOS Name Server Protocol Spoofing" vulnerability.
The weakness was disclosed 07/27/2000 with Network Associates (Website). The advisory is available at nai.com. This vulnerability was named CVE-2000-0673. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details are unknown but a public exploit is available. This vulnerability is assigned to T1499 by the MITRE ATT&CK project.
