Windows 2000 allows local users to prevent the application of new group policy settings by opening Group Policy files with exclusive-read access.

The issue has been introduced in 02/17/2000. The weakness was presented 04/04/2002 by 3APA3A as MS02-016 as confirmed bulletin (Technet). The advisory is available at microsoft.com. This vulnerability was named CVE-2002-0051. The exploitation appears to be easy. Local access is required to approach this attack. The requirement for exploitation is a single authentication. The technical details are unknown and an exploit is not available. This vulnerability is assigned to T1068 by the MITRE ATT&CK project.
