The TCL shell in Cisco IOS 12.2(14)S before 12.2(14)S16, 12.2(18)S before 12.2(18)S11, and certain other releases before 25 January 2006 does not perform Authentication, Authorization, and Accounting (AAA) command authorization checks, which may allow local users to execute IOS EXEC commands that were prohibited via the AAA configuration, aka Bug ID CSCeh73049.

The weakness was shared 01/26/2006 by Nicolas Fischbach (Website). The advisory is available at cisco.com. This vulnerability was named CVE-2006-0485 since 01/31/2006. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. The technical details are unknown and an exploit is not available.

It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 20808 (Cisco IOS TCLSH AAA Command Authorization Bypass (CSCeh73049)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO and relying on port 161. The commercial vulnerability scanner Qualys is able to test this issue with plugin 43107 (Cisco IOS TCLSH AAA Command Authorization Bypass Vulnerability (cisco-response-20060125-aaatcl)).

Applying a patch is able to eliminate this problem. The bugfix is ready for download at cisco.com.
