Hitachi Energy RTU500 up to 13.3.1 HCI Modbus TCP stack-based overflow

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability classified as critical was found in Hitachi Energy RTU500 up to 13.3.1. This vulnerability affects an unknown code block of the component HCI Modbus TCP. The manipulation with an unknown input leads to a stack-based overflow vulnerability. The CWE definition for the vulnerability is CWE-121. A stack-based buffer overflow condition is a condition where the buffer being overwritten is allocated on the stack (i.e., is a local variable or, rarely, a parameter to a function). As an impact it is known to affect availability. CVE summarizes:

A vulnerability exists in the HCI Modbus TCP function included in the product versions listed above. If the HCI Modbus TCP is enabled and configured, an attacker could exploit the vulnerability by sending a specially crafted message to the RTU500 in a high rate, causing the targeted RTU500 CMU to reboot. The vulnerability is caused by a lack of flood control which eventually if exploited causes an internal stack overflow in the HCI Modbus TCP function.

The weakness was published 08/24/2022 as icsa-22-235-07. The advisory is shared for download at cisa.gov. This vulnerability was named CVE-2022-2081. There are neither technical details nor an exploit publicly available.

Upgrading to version 13.3.2.0 eliminates this vulnerability.
