Help and Support Center in Microsoft Windows XP and Windows Server 2003 SP1 does not properly validate HCP URLs, which allows remote attackers to execute arbitrary code, as demonstrated using certain hcp:// URLs that access the DVD Upgrade capability (dvdupgrd.htm).

The weakness was shared 06/14/2004 by Donnie Werner as confirmed advisory (CERT.org). It is possible to read the advisory at kb.cert.org. The identification of this vulnerability is CVE-2004-0199 since 03/10/2004. The exploitation is known to be difficult. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details of the vulnerability are known, but there is no available exploit.
