Help Center (HelpCtr.exe) may allow remote attackers to read or execute arbitrary files via an "http://" or "file://" argument to the topic parameter in an hcp:// URL. NOTE: since the initial report of this problem, several researchers have been unable to reproduce this issue.
The weakness was released 07/07/2004 by Bartosz Kwitkowski (Website). The advisory is available at archives.neohapsis.com. This vulnerability is handled as CVE-2004-0474 since 05/14/2004. The exploitation is known to be difficult. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details as well as a public exploit are known.
