The ctstrtcasd program in RSCT 2.3.0.0 and earlier on IBM AIX 5.2 and 5.3 does not properly drop privileges before executing the -f option, which allows local users to modify or create arbitrary files.
The issue has been introduced in 10/01/2002. The weakness was published 11/03/2004 by iDefense Labs with iDEFENSE Labs (Website). The advisory is shared at securitytracker.com. This vulnerability is uniquely identified as CVE-2004-0828 since 09/02/2004. The exploitability is told to be easy. An attack has to be approached locally.
