A vulnerability has been found in TCP (version now known) and classified as problematic. Affected by this vulnerability is some unknown processing of the component Error Message Handler. The manipulation with an unknown input leads to a denial of service vulnerability. The CWE definition for the vulnerability is CWE-404. The original design of TCP does not check that the TCP Acknowledgement number in an ICMP error message generated by an intermediate router is within the range of possible values for data that has already been acknowledged (aka "TCP acknowledgement number checking"), which makes it easier for attackers to forge ICMP error messages for specific TCP connections and cause a denial of service, as demonstrated using (1) blind connection-reset attacks with forged "Destination Unreachable" messages, (2) blind throughput-reduction attacks with forged "Source Quench" messages, or (3) blind throughput-reduction attacks with forged ICMP messages that cause the Path MTU to be reduced. NOTE: CVE-2004-0790, CVE-2004-0791, and CVE-2004-1060 have been SPLIT based on different attacks; CVE-2005-0065, CVE-2005-0066, CVE-2005-0067, and CVE-2005-0068 are related identifiers that are SPLIT based on the underlying vulnerability. While CVE normally SPLITs based on vulnerability, the attack-based identifiers exist due to the variety and number of affected implementations and solutions that address the attacks instead of the underlying vulnerabilities.
The weakness was disclosed 12/22/2004 by Fernando Gont (Website). It is possible to read the advisory at gont.com.ar. This vulnerability is known as CVE-2005-0066 since 01/13/2005. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Technical details are unknown but a public exploit is available.
A public exploit has been developed in ANSI C. It is possible to download the exploit at securityfocus.com. It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 48985 (Crafted ICMP Messages Can Cause Denial of Service - Cisco Systems), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO. The commercial vulnerability scanner Qualys is able to test this issue with plugin 43278 (Cisco IOS Crafted ICMP Messages Denial of Service Vulnerability (cisco-sa-20050412-icmp)).
There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.
