The weakness was released 12/31/2004 by Rafel Ivgi (Website). The advisory is shared at marc.info. This vulnerability is known as CVE-2004-2115 since 05/27/2005. The attack can be launched remotely. The exploitation doesn't need any form of authentication. It demands that the victim is doing some kind of user interaction. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1059.007 for this issue.
