This issue affects an unknown code of the component Project Import Handler. The manipulation with an unknown input leads to a path traversal vulnerability. The product uses external input to construct a pathname that is intended to identify a file or directory that is located underneath a restricted parent directory, but the product does not properly neutralize special elements within the pathname that can cause the pathname to resolve to a location that is outside of the restricted directory. An issue has been discovered in GitLab affecting all versions starting from 8.10 before 16.0.8, all versions starting from 16.1 before 16.1.3, all versions starting from 16.2 before 16.2.2. Under specific circumstances, a user importing a project 'from export' could access and read unrelated files via uploading a specially crafted file. This was due to a bug in `tar`, fixed in [`tar-1.35`](https://lists.gnu.org/archive/html/info-gnu/2023-07/msg00005.html).
