phpMyAdmin before 2.6.1, when configured with UploadDir functionality, allows remote attackers to read arbitrary files via the sql_localfile parameter.
The weakness was released 01/10/2005 by Nicolas Gregoire with Exaprobe (Website). The advisory is shared for download at xforce.iss.net. This vulnerability was named CVE-2004-1148 since 12/06/2004. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation.
