Google WebP libwebp heap-based overflow

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Summaryinfo

A vulnerability was found in Google WebP. It has been classified as critical. Impacted is an unknown function of the component libwebp. Performing a manipulation results in heap-based overflow. This vulnerability is known as CVE-2023-4863. Remote exploitation of the attack is possible. Furthermore, an exploit is available. Upgrading the affected component is recommended. A duplicate CVE-2023-5129 appears to be assigned to this entry.

Detailsinfo

A vulnerability, which was classified as critical, was found in Google WebP. This affects an unknown code block of the component libwebp. The manipulation with an unknown input leads to a heap-based overflow vulnerability. CWE is classifying the issue as CWE-122. A heap overflow condition is a buffer overflow, where the buffer that can be overwritten is allocated in the heap portion of memory, generally meaning that the buffer was allocated using a routine such as malloc(). This is going to have an impact on confidentiality, integrity, and availability.

The weakness was published 09/12/2023 with Apple Security Engineering and Architecture/Citizen Lab as Stable Channel Update for Desktop, September 2023 as confirmed release notes (Website). It is possible to read the advisory at chromereleases.googleblog.com. The Google Chrome team assigned CVE-2023-4863 on 2023-09-12 for Google Chrome only. Further analysis indicated that this was not a Chrome issue but affecting libwebp (which is used by multiple browsers). Google then assigned CVE-2023-5129 to WebP on 2023-09-25. It looked like they wanted to create two distinguished CVEs. But later on 2023-09-27 they revoked CVE-2023-5129 again and incorporated the assignment of WebP into CVE-2023-4863 instead. Therefore, in the end CVE-2023-4863 and CVE-2023-5129 were the same entries but CVE-2023-5129 shall not be used anymore. This vulnerability is uniquely identified as CVE-2023-4863 since 09/09/2023. It demands that the victim is doing some kind of user interaction. Technical details are unknown but an exploit is available. The pricing for an exploit might be around USD $0-$5k at the moment (estimation calculated on 02/04/2025). It is expected to see the exploit prices for this product increasing in the near future.

It is declared as attacked. The vulnerability scanner Nessus provides a plugin with the ID 214092 (Fortinet FortiClient CVE-2023-4863 - Heap overflow in Chrome/libwebp (FG-IR-23-381)), which helps to determine the existence of the flaw in a target environment. The advisory illustrates:

Google is aware that an exploit for CVE-2023-4863 exists in the wild.
The CISA Known Exploited Vulnerabilities Catalog lists this issue since 09/13/2023 with a due date of 10/04/2023:
Apply mitigations per vendor instructions or discontinue use of the product if mitigations are unavailable.

Upgrading eliminates this vulnerability.

The vulnerability is also documented in the databases at Zero-Day.cz (808) and Tenable (214092). Statistical analysis made it clear that VulDB provides the best quality for vulnerability data.
