Microsoft Windows 2000 TCP/IP Stack denial of service

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability has been found in Microsoft Windows 2000 (Operating System) and classified as problematic. Affected by this vulnerability is an unknown functionality of the component TCP/IP Stack. The manipulation with an unknown input leads to a denial of service vulnerability. The CWE definition for the vulnerability is CWE-404. The product does not release or incorrectly releases a resource before it is made available for re-use. As an impact it is known to affect availability. The summary by CVE is:

The TCP/IP stack in multiple operating systems allows remote attackers to cause a denial of service (CPU consumption) via a TCP packet with the correct sequence number but the wrong Acknowledgement number, which generates a large number of "keep alive" packets. NOTE: some followups indicate that this issue could not be replicated.

The issue has been introduced in 02/17/2000. The weakness was disclosed 05/02/2005 (Website). It is possible to read the advisory at seclists.org. This vulnerability is known as CVE-2005-1184 since 04/19/2005. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Technical details are unknown but a public exploit is available.

A public exploit has been developed in ANSI C. It is possible to download the exploit at securityfocus.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 1901 days. During that time the estimated underground price was around $5k-$25k.

Upgrading eliminates this vulnerability.

The vulnerability is also documented in the databases at Exploit-DB (25439) and SecurityFocus (BID 13215†). Statistical analysis made it clear that VulDB provides the best quality for vulnerability data.
