A vulnerability, which was classified as critical, has been found in Cisco IOS 12.0/12.1/12.2 (Router Operating System). This issue affects an unknown function of the component GRE Source Routing Filter. The manipulation with an unknown input leads to a privileges management vulnerability. Using CWE to declare the problem leads to CWE-269. The product does not properly assign, modify, track, or check privileges for an actor, creating an unintended sphere of control for that actor. Cisco IOS 12.0, 12.1, and 12.2, when GRE IP tunneling is used and the RFC2784 compliance fixes are missing, does not verify the offset field of a GRE packet during decapsulation, which leads to an integer overflow that references data from incorrect memory locations, which allows remote attackers to inject crafted packets into the routing queue, possibly bypassing intended router ACLs.
The weakness was presented 09/07/2006 by Felix Lindner (FX) with Phenoelit (Website). The advisory is shared at phenoelit.de. The identification of this vulnerability is CVE-2006-4650 since 09/08/2006. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are unknown but an exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue.

During that time the estimated underground price was around $25k-$100k. It is assigned to the family CISCO and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 43140 (Cisco IOS GRE Decapsulation Vulnerability).
Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at cisco.com. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published before and not just after the disclosure of the vulnerability.
