CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability has been found in PHP up to 8.1.28/8.2.19/8.3.7 on Windows and classified as critical. Affected by this vulnerability is some unknown processing of the component Unicode Character Handler. The manipulation with an unknown input leads to a argument injection vulnerability. The CWE definition for the vulnerability is CWE-88. The product constructs a string for a command to be executed by a separate component in another control sphere, but it does not properly delimit the intended arguments, options, or switches within that command string. As an impact it is known to affect confidentiality, integrity, and availability. The summary by CVE is:

In PHP versions 8.1.* before 8.1.29, 8.2.* before 8.2.20, 8.3.* before 8.3.8, when using Apache and PHP-CGI on Windows, if the system is set up to use certain code pages, Windows may use "Best-Fit" behavior to replace characters in command line given to Win32 API functions. PHP CGI module may misinterpret those characters as PHP options, which may allow a malicious user to pass options to PHP binary being run, and thus reveal the source code of scripts, run arbitrary PHP code on the server, etc.

It is possible to read the advisory at devco.re. This vulnerability is known as CVE-2024-4577. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Technical details are unknown but a public exploit is available. The attack technique deployed by this issue is T1059 according to MITRE ATT&CK.

It is possible to download the exploit at packetstormsecurity.com. It is declared as attacked. The vulnerability scanner Nessus provides a plugin with the ID 207822 (PHP 8.2.x < 8.2.24 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. The CISA Known Exploited Vulnerabilities Catalog lists this issue since 06/12/2024 with a due date of 07/03/2024:

Apply mitigations per vendor instructions or discontinue use of the product if mitigations are unavailable.

Upgrading to version 8.1.29, 8.2.20 or 8.3.8 eliminates this vulnerability. The upgrade is hosted for download at php.net.
