Apache HTTP Server up to 2.4.59 mod_rewrite access control

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability, which was classified as critical, has been found in Apache HTTP Server up to 2.4.59. Affected by this issue is an unknown function of the component mod_rewrite. The manipulation with an unknown input leads to a access control vulnerability. Using CWE to declare the problem leads to CWE-284. The product does not restrict or incorrectly restricts access to a resource from an unauthorized actor. Impacted is confidentiality, integrity, and availability. CVE summarizes:

Improper escaping of output in mod_rewrite in Apache HTTP Server 2.4.59 and earlier allows an attacker to map URLs to filesystem locations that are permitted to be served by the server but are not intentionally/directly reachable by any URL, resulting in code execution or source code disclosure. Substitutions in server context that use a backreferences or variables as the first segment of the substitution are affected.  Some unsafe RewiteRules will be broken by this change and the rewrite flag "UnsafePrefixStat" can be used to opt back in once ensuring the substitution is appropriately constrained.

The advisory is available at lists.apache.org. This vulnerability is handled as CVE-2024-38475 since 06/17/2024. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details are unknown but a public exploit is available. This vulnerability is assigned to T1068 by the MITRE ATT&CK project.

The exploit is available at packetstormsecurity.com. It is declared as attacked. The vulnerability scanner Nessus provides a plugin with the ID 209779 (EulerOS Virtualization 2.12.0 : httpd (EulerOS-SA-2024-2769)), which helps to determine the existence of the flaw in a target environment. This issue was added on 05/01/2025 to the CISA Known Exploited Vulnerabilities Catalog with a due date of 05/22/2025:

Apply mitigations per vendor instructions, follow applicable BOD 22-01 guidance for cloud services, or discontinue use of the product if mitigations are unavailable.

Upgrading to version 2.4.60 eliminates this vulnerability. The upgrade is hosted for download at httpd.apache.org.
