Apache Tomcat up to 9.0.89/10.1.24/11.0.0-M20 HTTP/2 Stream exceptional condition

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Apache Tomcat up to 9.0.89/10.1.24/11.0.0-M20. It has been declared as problematic. This vulnerability affects an unknown part of the component HTTP2 Stream Handler. The manipulation with an unknown input leads to a exceptional condition vulnerability. The CWE definition for the vulnerability is CWE-755. The product does not handle or incorrectly handles an exceptional condition. As an impact it is known to affect availability. CVE summarizes:

Improper Handling of Exceptional Conditions, Uncontrolled Resource Consumption vulnerability in Apache Tomcat. When processing an HTTP/2 stream, Tomcat did not handle some cases of excessive HTTP headers correctly. This led to a miscounting of active HTTP/2 streams which in turn led to the use of an incorrect infinite timeout which allowed connections to remain open which should have been closed. This issue affects Apache Tomcat: from 11.0.0-M1 through 11.0.0-M20, from 10.1.0-M1 through 10.1.24, from 9.0.0-M1 through 9.0.89. The following versions were EOL at the time the CVE was created but are known to be affected: 8.5.0 though 8.5.100. Other EOL versions may also be affected. Users are recommended to upgrade to version 11.0.0-M21, 10.1.25 or 9.0.90, which fixes the issue.

The weakness was disclosed by Devme4f. The advisory is available at lists.apache.org. This vulnerability was named CVE-2024-34750 since 05/08/2024. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. The technical details are unknown and an exploit is not available. The structure of the vulnerability defines a possible price range of USD $0-$5k at the moment (estimation calculated on 10/29/2025).

The vulnerability scanner Nessus provides a plugin with the ID 212124 (Nutanix AOS : Multiple Vulnerabilities (NXSA-AOS-7.0)), which helps to determine the existence of the flaw in a target environment.

Upgrading to version 9.0.90, 10.1.25 or 11.0.0-M21 eliminates this vulnerability.

The vulnerability is also documented in the databases at Tenable (212124) and CERT Bund (WID-SEC-2025-0143). If you want to get best quality of vulnerability data, you may have to visit VulDB.
