While shrink_inactive_list() only loops once around too_many_isolated, reclaim can continue without rescheduling if sc->skipped_deactivate == 1 which could happen if there was no file LRU and the inactive anon list was not low.

Upgrading to version 5.16.10 eliminates this vulnerability. Applying the patch 3980cff63496/b485c6f1f9f5 is able to eliminate this problem. The bugfix is ready for download at git.kernel.org. The best possible mitigation is suggested to be upgrading to the latest version.
