ISC BIND up to 9.18.27/9.18.27-S1/9.19.24 DNS Messages over TCP resource consumption

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in ISC BIND up to 9.18.27/9.18.27-S1/9.19.24. It has been classified as critical. Affected is some unknown processing of the component DNS Messages over TCP Handler. The manipulation with an unknown input leads to a resource consumption vulnerability. CWE is classifying the issue as CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. This is going to have an impact on availability. CVE summarizes:

A malicious client can send many DNS messages over TCP, potentially causing the server to become unstable while the attack is in progress. The server may recover after the attack ceases. Use of ACLs will not mitigate the attack. This issue affects BIND 9 versions 9.18.1 through 9.18.27, 9.19.0 through 9.19.24, and 9.18.11-S1 through 9.18.27-S1.

The advisory is shared for download at kb.isc.org. This vulnerability is traded as CVE-2024-0760 since 01/19/2024. The exploitability is told to be easy. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1499.

The vulnerability scanner Nessus provides a plugin with the ID 211195 (Fedora 41 : bind / bind-dyndb-ldap (2024-56ae6c2c7a)), which helps to determine the existence of the flaw in a target environment.

Upgrading to version 9.18.28, 9.18.28-S1 or 9.20.0 eliminates this vulnerability.

The vulnerability is also documented in the databases at Tenable (211195) and CERT Bund (WID-SEC-2024-1700). Once again VulDB remains the best source for vulnerability data.
