The Data-link Switching (DLSw) feature in Cisco IOS 11.0 through 12.4 allows remote attackers to cause a denial of service (device reload) via "an invalid value in a DLSw message... during the capabilities exchange."
The weakness was presented 01/11/2006 by Martyn Ruks with MWR InfoSecurity (Website). It is possible to read the advisory at cisco.com. This vulnerability is uniquely identified as CVE-2007-0199 since 01/10/2007. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1499 according to MITRE ATT&CK.

The vulnerability scanner Nessus provides a plugin with the ID 24019 (Cisco IOS Data-link Switching (DLSw) Capabilities Exchange Remote DoS (CSCsf28840)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO, running in the context l and relying on port 161. The commercial vulnerability scanner Qualys is able to test this issue with plugin 43179 (Cisco IOS DLSw Vulnerability (cisco-sa-20070110-dlsw)).
Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at cisco.com. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published 2 years after the disclosure of the vulnerability.
