Cisco IOS up to 12.3 IPv4 Stack memory leak

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Cisco IOS up to 12.3 (Router Operating System). It has been rated as critical. This issue affects some unknown functionality of the component IPv4 Stack. The manipulation with an unknown input leads to a memory leak vulnerability. Using CWE to declare the problem leads to CWE-401. The product does not sufficiently track and release allocated memory after it has been used, which slowly consumes remaining memory. Impacted is availability. The summary by CVE is:

Memory leak in the TCP listener in Cisco IOS 9.x, 10.x, 11.x, and 12.x allows remote attackers to cause a denial of service by sending crafted TCP traffic to an IPv4 address on the IOS device.

The weakness was shared 01/25/2007 with Cisco (Website). It is possible to read the advisory at cisco.com. The identification of this vulnerability is CVE-2007-0479 since 01/24/2007. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. The technical details are unknown and an exploit is not publicly available.

It is declared as proof-of-concept. We expect the 0-day to have been worth approximately $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 24744 (Cisco IOS TCP Listener Crafted Packets Remote DoS (CSCek37177)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO, running in the context l and relying on port 161. The commercial vulnerability scanner Qualys is able to test this issue with plugin 43133 (Cisco IOS TCP Listener Memory Leak Can Cause Denial of Service (cisco-sa-20070124-crafted-tcp)).

Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at cisco.com. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published before and not just after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (31716), Tenable (24744), SecurityFocus (BID 22208†), OSVDB (32093†) and Secunia (SA23867†).
