If the CONFIG_HOTPLUG_CPU configuration is not enabled, memory leakage occurs. To solve above issue just destroy all percpu counters when register_sysctl() return NULL.

The bugfix is ready for download at git.kernel.org. The best possible mitigation is suggested to be upgrading to the latest version.
