Apache Solr up to 9.7 FileSystemConfigSetService improper authorization

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Summaryinfo

A vulnerability marked as critical has been reported in Apache Solr up to 9.7. Affected is an unknown function of the component FileSystemConfigSetService. This manipulation causes improper authorization. The identification of this vulnerability is CVE-2025-24814. There is no exploit available.

Detailsinfo

A vulnerability was found in Apache Solr up to 9.7. It has been declared as problematic. Affected by this vulnerability is an unknown code of the component FileSystemConfigSetService. The manipulation with an unknown input leads to a improper authorization vulnerability. The CWE definition for the vulnerability is CWE-285. The product does not perform or incorrectly performs an authorization check when an actor attempts to access a resource or perform an action. As an impact it is known to affect integrity. The summary by CVE is:

Core creation allows users to replace "trusted" configset files with arbitrary configuration Solr instances that (1) use the "FileSystemConfigSetService" component (the default in "standalone" or "user-managed" mode), and (2) are running without authentication and authorization are vulnerable to a sort of privilege escalation wherein individual "trusted" configset files can be ignored in favor of potentially-untrusted replacements available elsewhere on the filesystem.  These replacement config files are treated as "trusted" and can use "<lib>" tags to add to Solr's classpath, which an attacker might use to load malicious code as a searchComponent or other plugin. This issue affects all Apache Solr versions up through Solr 9.7.  Users can protect against the vulnerability by enabling authentication and authorization on their Solr clusters or switching to SolrCloud (and away from "FileSystemConfigSetService").  Users are also recommended to upgrade to Solr 9.8.0, which mitigates this issue by disabling use of "<lib>" tags by default.

It is possible to read the advisory at seclists.org. This vulnerability is known as CVE-2025-24814 since 01/24/2025. The exploitation appears to be difficult. The technical details are unknown and an exploit is not publicly available. The pricing for an exploit might be around USD $5k-$25k at the moment (estimation calculated on 02/11/2026). The attack technique deployed by this issue is T1548.002 according to MITRE ATT&CK.

The vulnerability scanner Nessus provides a plugin with the ID 265889 (Apache Solr < 9.8.0 ConfigSet Privilege Escalation via Injection (CVE-2025-24814)), which helps to determine the existence of the flaw in a target environment.

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.

The vulnerability is also documented in the databases at Tenable (265889) and CERT Bund (WID-SEC-2025-0197). Be aware that VulDB is the high quality source for vulnerability data.
