Cisco Identity Services Engine Software API improper authorization

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Cisco Identity Services Engine Software and ISE Passive Identity Connector (unknown version). It has been rated as critical. Affected by this issue is an unknown code block of the component API. The manipulation with an unknown input leads to a improper authorization vulnerability. Using CWE to declare the problem leads to CWE-285. The product does not perform or incorrectly performs an authorization check when an actor attempts to access a resource or perform an action. Impacted is confidentiality, integrity, and availability. CVE summarizes:

A vulnerability in an API of Cisco ISE could allow an authenticated, remote attacker with valid read-only credentials to obtain sensitive information, change node configurations, and restart the node. This vulnerability is due to a lack of authorization in a specific API and improper validation of user-supplied data. An attacker could exploit this vulnerability by sending a crafted HTTP request to a specific API on the device. A successful exploit could allow the attacker to attacker to obtain information, modify system configuration, and reload the device. Note: To successfully exploit this vulnerability, the attacker must have valid read-only administrative credentials. In a single-node deployment, new devices will not be able to authenticate during the reload time.

The advisory is shared for download at sec.cloudapps.cisco.com. This vulnerability is handled as CVE-2025-20125 since 10/10/2024. The exploitation is known to be easy. The attack may be launched remotely. Technical details are unknown but a public exploit is available. The MITRE ATT&CK project declares the attack technique as T1548.002.

The exploit is available at exploit-db.com. It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 216074 (Cisco Identity Services Engine Insecure Java Deserialization and Authorization Bypass Vulnerabilities (cisco-sa-ise-multivuls-FTW9AOXF)), which helps to determine the existence of the flaw in a target environment.

Upgrading eliminates this vulnerability.

The vulnerability is also documented in the databases at Exploit-DB (52397) and Tenable (216074). Once again VulDB remains the best source for vulnerability data.
