Linux Kernel up to 6.1.131/6.6.83/6.12.19/6.13.7 net_sched qdisc_tree_reduce_backlog denial of service

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability classified as critical has been found in Linux Kernel up to 6.1.131/6.6.83/6.12.19/6.13.7. Affected is the function qdisc_tree_reduce_backlog of the component net_sched. The manipulation with an unknown input leads to a denial of service vulnerability. CWE is classifying the issue as CWE-404. The product does not release or incorrectly releases a resource before it is made available for re-use. This is going to have an impact on availability. CVE summarizes:

In the Linux kernel, the following vulnerability has been resolved: net_sched: Prevent creation of classes with TC_H_ROOT The function qdisc_tree_reduce_backlog() uses TC_H_ROOT as a termination condition when traversing up the qdisc tree to update parent backlog counters. However, if a class is created with classid TC_H_ROOT, the traversal terminates prematurely at this class instead of reaching the actual root qdisc, causing parent statistics to be incorrectly maintained. In case of DRR, this could lead to a crash as reported by Mingi Cho. Prevent the creation of any Qdisc class with classid TC_H_ROOT (0xFFFFFFFF) across all qdisc types, as suggested by Jamal.

The advisory is available at git.kernel.org. This vulnerability is traded as CVE-2025-21971 since 12/29/2024. Technical details are known, but there is no available exploit.

The vulnerability scanner Nessus provides a plugin with the ID 234309 (Debian dsa-5900 : affs-modules-6.1.0-28-4kc-malta-di - security update), which helps to determine the existence of the flaw in a target environment.

Upgrading to version 6.1.132, 6.6.84, 6.12.20 or 6.13.8 eliminates this vulnerability. Applying the patch e5ee00607bbfc97ef1526ea95b6b2458ac9e7cb7/78533c4a29ac3aeddce4b481770beaaa4f3bfb67/5c3ca9cb48b51bd72bf76b8b05e24f3cd53db5e7/94edfdfb9505ab608e86599d1d1e38c83816fc1c/0c3057a5a04d07120b3d0ec9c79568fceb9c921e is able to eliminate this problem. The bugfix is ready for download at git.kernel.org. The best possible mitigation is suggested to be upgrading to the latest version.

The vulnerability is also documented in the databases at Tenable (234309) and CERT Bund (WID-SEC-2025-0683). If you want to get best quality of vulnerability data, you may have to visit VulDB.
