Details
A vulnerability was found in Eclipse Jetty up to 12.0.16. It has been declared as problematic. Affected by this vulnerability is an unknown part of the component HTTP2 Handler. The manipulation with an unknown input leads to a resource consumption vulnerability. The CWE definition for the vulnerability is CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. As an impact it is known to affect availability. The summary by CVE is:
In Eclipse Jetty versions 12.0.0 to 12.0.16 included, an HTTP/2 client can specify a very large value for the HTTP/2 settings parameter SETTINGS_MAX_HEADER_LIST_SIZE. The Jetty HTTP/2 server does not perform validation on this setting, and tries to allocate a ByteBuffer of the specified capacity to encode HTTP responses, likely resulting in OutOfMemoryError being thrown, or even the JVM process exiting.
It is possible to read the advisory at gitlab.eclipse.org. This vulnerability is known as CVE-2025-1948 since 03/04/2025. The exploitation appears to be easy. The attack can be launched remotely.
