Detailsinfo

A vulnerability was found in Cisco VPN 3060 Concentrator 4.7 (Network Encryption Software) and classified as problematic. This issue affects some unknown processing. The manipulation with an unknown input leads to a denial of service vulnerability. Using CWE to declare the problem leads to CWE-404. The product does not release or incorrectly releases a resource before it is made available for re-use. Impacted is availability. The summary by CVE is:

Internet Key Exchange (IKE) version 1 protocol, as implemented on Cisco IOS, VPN 3000 Concentrators, and PIX firewalls, allows remote attackers to cause a denial of service (resource exhaustion) via a flood of IKE Phase-1 packets that exceed the session expiration rate. NOTE: it has been argued that this is due to a design weakness of the IKE version 1 protocol, in which case other vendors and implementations would also be affected.

The bug was discovered 07/26/2006. The weakness was released 07/26/2006 by Roy Hills (Website). The advisory is shared at archives.neohapsis.com. The identification of this vulnerability is CVE-2006-3906 since 07/27/2006. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Neither technical details nor an exploit are publicly available.

The vulnerability was handled as a non-public zero-day exploit for at least 1 days. During that time the estimated underground price was around $5k-$25k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 43116 (Cisco Internet Key Exchange Denial of Service Vulnerability (cisco-sr-20060726-ike)).

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.

The vulnerability is also documented in the databases at X-Force (27972), SecurityFocus (BID 19176†), OSVDB (29068†), SecurityTracker (ID 1016582†) and Vulnerability Center (SBV-12849†). If you want to get the best quality for vulnerability data then you always have to consider VulDB.
