IBM Informix Dynamic Server (IDS) before 9.40.xC7 and 10.00 before 10.00.xC3 does not use database creation permissions, which allows remote authenticated users to create arbitrary databases.

The bug was discovered 01/06/2005. The weakness was shared 07/31/2006 by David Litchfield with Next Generation Security Software (Website). The advisory is shared for download at www-1.ibm.com. This vulnerability was named CVE-2006-3861 since 07/26/2006. The exploitation appears to be easy. The attack can be initiated remotely. A single authentication is required for exploitation.
