Cisco IP Phone 7940 and 7960 with P0S3-08-6-00 firmware, and other SIP firmware before 8.7(0), allows remote attackers to cause a denial of service (device reboot) via (1) a certain sequence of 10 invalid SIP INVITE and OPTIONS messages; or (2) a certain invalid SIP INVITE message that contains a remote tag, followed by a certain set of two related SIP OPTIONS messages.

The bug was discovered 04/04/2007. The weakness was released 08/21/2007 by Humberto J. Abdelnur, Radu State and Olivier Festor with INRIA Lorraine (Website). The advisory is available at cisco.com. This vulnerability is handled as CVE-2007-4459 since 08/21/2007. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details are unknown but a public exploit is available.

A public exploit has been developed in Perl and been published before and not just after the advisory. The exploit is available at securityfocus.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 139 days. During that time the estimated underground price was around $5k-$25k.
