Detailsinfo

A vulnerability, which was classified as critical, has been found in Cisco Catalyst SD-WAN Manager. This issue affects some unknown functionality of the component Data Collection Agent. The manipulation with an unknown input leads to a password recoverable vulnerability. Using CWE to declare the problem leads to CWE-257. The storage of passwords in a recoverable format makes them subject to password reuse attacks by malicious users. In fact, it should be noted that recoverable encrypted passwords provide no significant benefit over plaintext passwords since they are subject not only to reuse by malicious attackers but also by malicious insiders. If a system administrator can recover a password directly, or use a brute force search on the available information, the administrator can use the password on other accounts. Impacted is confidentiality, integrity, and availability. The summary by CVE is:

A vulnerability in the Data Collection Agent (DCA) feature of Cisco Catalyst SD-WAN Manager could allow an unauthenticated, remote attacker to gain DCA user privileges on an affected system. This vulnerability is due to the presence of a credential file for the DCA user on an affected system. An attacker could exploit this vulnerability by sending a crafted HTTP request and reading the file that contains the DCA password from that affected system. A successful exploit could allow the attacker to access another affected system and gain DCA user privileges. Note: Cisco Catalyst SD-WAN Manager releases 20.18 and later are not affected by this vulnerability.

The advisory is shared at sec.cloudapps.cisco.com. The identification of this vulnerability is CVE-2026-20128 since 10/08/2025. The exploitation is known to be difficult. An attack has to be approached locally. The exploitation requires an enhanced level of successful authentication. Technical details are unknown but an exploit is available. The price for an exploit might be around USD $0-$5k at the moment (estimation calculated on 04/21/2026). MITRE ATT&CK project uses the attack technique T1552 for this issue.

It is declared as attacked. The vulnerability scanner Nessus provides a plugin with the ID 300000 (Cisco Catalyst SD-WAN Manager < 20.18 Multiple Vulnerabilities (cisco-sa-sdwan-authbp-qwCX8D4v)), which helps to determine the existence of the flaw in a target environment. The CISA Known Exploited Vulnerabilities Catalog lists this issue since 04/20/2026 with a due date of 04/23/2026:

Please adhere to CISA’s guidelines to assess exposure and mitigate risks associated with Cisco SD-WAN devices as outlines in CISA’s Emergency Directive 26-03 (URL listed below in Notes) and CISA’s “Hunt & Hardening Guidance for Cisco SD-WAN Devices (URL l

Upgrading eliminates this vulnerability.
