A vulnerability, which was classified as problematic, has been found in libreswan up to 5.3/5.3.0. This issue affects the function reassemble_v2_incoming_fragments. The manipulation of the argument digest_roof with an unknown input leads to a off-by-one vulnerability. Using CWE to declare the problem leads to CWE-193. A product calculates or uses an incorrect maximum or minimum value that is 1 more, or 1 less, than the correct value. Impacted is availability. The summary by CVE is:
An invalidly formatted IKEv2 fragment causes the Libreswan pluto daemon to crash and restart. Continued exploitation would cause a denial of service. The function reassemble_v2_incoming_fragments() would ignore unknown outer payloads but still store these in a fixed size array msg_digest.digest[PAYLIMIT]. An off-by-one error in the assertion PASSERT(logger, md->digest_roof digest)) causes the daemon to abort. No remote code execution is possible. Any configuration that allows IKEv2 connections that do not set fragmentation=no are vulnerable. IKEv1 is not affected.
The weakness was presented by Hu Xinyao. The advisory is shared at libreswan.org. The identification of this vulnerability is CVE-2026-12413 since 06/16/2026. The exploitation is known to be easy.
