Raspberry Pi EEPROM Firmware up to 28.22-0 RNG Seed Generator entropy

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Summaryinfo

A vulnerability was found in Raspberry Pi EEPROM Firmware up to 28.22-0. It has been declared as problematic. This affects an unknown part of the component RNG Seed Generator. The manipulation results in entropy. This vulnerability is known as CVE-2026-13199. Attacking locally is a requirement. No exploit is available.

Detailsinfo

A vulnerability was found in Raspberry Pi EEPROM Firmware up to 28.22-0. It has been classified as problematic. Affected is some unknown processing of the component RNG Seed Generator. The manipulation with an unknown input leads to a entropy vulnerability. CWE is classifying the issue as CWE-331. The product uses an algorithm or scheme that produces insufficient entropy, leaving patterns or clusters of values that are more likely to occur than others. This is going to have an impact on confidentiality. CVE summarizes:

EEPROM firmware on Raspberry Pi 5 and Compute Module 5 devices produced non-random KASLR and RNG seed values. This resulted in consistent kernel addresses across boots and devices, potentially making it easier to exploit other vulnerabilities. Additionally, the low-quality RNG seed may affect the quality of random numbers or delay booting while sufficient entropy is accumulated from other sources.

The advisory is shared for download at github.com. This vulnerability is traded as CVE-2026-13199 since 06/24/2026. The exploitability is told to be difficult. The attack needs to be approached locally. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1600.001.

Upgrading to version 28.22-1 eliminates this vulnerability.
